Chamber Official Response - Family Friendly Scrutiny Report

Jun 04, 2019

Press Release: Economic Affairs Scrutiny Panel Report on Family Friendly Rights
0600 Tuesday 4th June 2019

The Economic Affairs Scrutiny Panel has recognised the concerns held by Jersey Chamber of
Commerce Members, from businesses large and small, within their Report into Proposition being
brought by the Minister for Social Security, to amend the Draft Employment Law.

The Report is consistent with the requests from Chamber for the Minister to withdraw part of the
Proposition, in favour of allowing for better consultation on the unintended consequences to
businesses.

Chamber President Jennifer Carnegie thanked the Panel for their work: “The Scrutiny process has
rightly identified that not enough evidenced-based consultation existed to support changing this law
again so soon. We have consistently asked for a delay in introducing parts of this amendment until
the likely effects of such changes have been properly considered and understood. Chamber is in
favour of improving Family Friendly legislation and supporting all families and children. Delaying this
proposition to allow thorough, up-front consultation with businesses, who will carry the burden of
the costs, is the right thing to do”

In re-enforcing Jersey Chamber’s willingness to work with Government, the Chamber President said:
“We hope the Minister will fully appreciate that delaying this amendment will allow for a detailed
review of the effects of legislation only introduced last September. Jersey Chamber of Commerce
remains committed to assisting Government to improve Family Friendly legislation whilst
representing our Members through better understanding of the pressures placed on businesses to
manage the changes”
