Building our future
This committee represents Chamber members predominantly working in the construction, development and environment sectors, including designers, consultants, utility providers, housing providers, building materials suppliers, quarrying, recycling, and sector-specific logistics providers. The committee aims to bring together all these interlinking strands to ensure a balanced and considered voice is spoken on matters concerning the built environment in Jersey.
Key areas of focus for the committee are planning and regulation, public and private sector procurement, future capital and maintenance projects, management of supply and demand, the continued support of the local economy, sustainability, and environmental social governance. The committee will be active in providing a voice for Chamber members impacted by decisions taken in these sectors.
Meet our Chair

Simon Matthews
Chair Building, Housing & Enviroment
Simon Matthews is a Jersey-born Chartered Quantity Surveyor and Chartered Construction Manager. He is a Director of HLG Associates, the Channel Island’s leading quantity surveyors, project managers and construction consultants that Simon helped to establish over 11 years ago. Simon holds Diplomas in Quantity Surveying and Arbitration, is also a Fellow of the Chartered Management Institute, and a member of the Chartered Institute of Purchasing and Supply. He also serves on the board of the Jersey Construction Council.
Simon is an experienced procurement leader who specialises in delivering strategic procurement and commercial management solutions on construction projects for public and private sector organisations. Simon has worked on projects across most sectors across the Channel Islands and the UK, with values upto £15bn.
Simon is passionate about Jersey’s construction and infrastructure sector, where the diverse range of careers and the prospects for career progression are, in his opinion, the best of any sector. Simon also believes in the ability of the Jersey Chamber of Commerce to represent their member’s interests in these sectors as a part of a wider contribution to the island’s business community.
