The ‘Government Plan Review Panel’ has been established to oversee and coordinate the scrutiny of the Government Plan 2020 – 2023.
The Council of Ministers has now released the Government Plan 2020 – 2023. This is a new document and a new way of budgeting for the States of Jersey. As such, it is important that Scrutiny moved with these changes. To this end, the Government Plan Review Panel has been formed to coordinate the scrutiny of the Government Plan.
This Review Panel will be responsible for the management of the large program of work that Scrutiny will undertake between now and the debate on the Government Plan in November. It will provide an overview of the work being done by the various standing panels and ensure a consistency of approach between them.
Panel Spokesperson, Deputy Mary Le Hegarat, commented:
“Although it is disappointing that the Council of Ministers chose not to share anything save high level details of the plan with States members prior to its release, we look forward to working constructively with the Government now that we have the full Plan to review.
“The formation of the Government Plan Review Panel is an important step forward for the way in which we will scrutinise this new document. It is the first time that a review panel has been established specifically to coordinate the work of the standing panels and will ensure that there is a common approach against a set of guiding principles. The Review Panel will be responsible for the delivery of a final report to the Assembly and will maintain the objectivity of the entire Government Plan scrutiny process.”
While the Review Panel will oversee the program of work, each Panel will be running its own review which will include various forms of stakeholder engagement, hearings and potential amendments between now and November.
