Chief Minister Sets Strategic Objectives for States Chief Executive

The Chief Minister, Senator John Le Fondré, has approved six strategic objectives, which the States Chief Executive, Charlie Parker, is to pursue to the end of next year.

The six objectives build on those approved by the former Chief Minister, which have guided Mr Parker’s activities to date.

The strategic objectives, which Senator Le Fondré approved just ahead of his international visit to China, are:

  • Deliver One Government and modernise public services
  • Lead organisational change and secure culture change through Team Jersey
  • Develop a stronger focus on customer services
  • Continue to build and develop good working relationships with the Council of Ministers, States Members and Scrutiny panels
  • Deliver effective financial, performance and business management
  • Promote and support the economy of Jersey both internally and externally.

A range of financial, operational, customer service and other data will be used to assess the Chief Executive’s performance throughout the year. In addition, the Chief Minister confirmed the appointment of one of the world’s leading business psychologists as an external facilitator, to gather third-party feedback to supplement performance data, and provide an impartial report on the Chief Executive’s performance to the Chief Minister.

The facilitator, Dr John Nicholson, of the leading international business psychology consultancy, Nicholson McBride, has worked with chief executives and senior leaders in FTSE companies, professional, legal and financial services firms, UK central and local government, NATO, the UN and a wide range of other organisations.

Senator Le Fondré said: “I am pleased to have agreed the strategic objectives that will guide the priorities of the Chief Executive through to the end of 2019. These will underpin the delivery of the priorities that the Council of Ministers has established in the Common Strategic Policy, and will build on the significant work that Mr Parker has already delivered under the objectives agreed by my predecessor.

“I am also delighted to have secured someone of the calibre of Dr John Nicholson to support me in the performance appraisal process, using his expertise to benchmark Mr Parker’s performance against leaders in other large and complex organisations. He has an outstanding track record of working at the highest level of business and government for more than 30 years, and is an international leader in executive and organisational performance.”
