Scrutiny Panel Publishes Adviser report on Hospital Funding Options

The Corporate Services Scrutiny Panel has today published a report by CIPFA (the Chartered Institute of Public Finance and Accountancy) assessing the two options for financing Jersey’s new hospital.

Following the decision by the States Assembly to defer the debate to 2nd May 2017, the Panel engaged CIPFA to conduct a quick review of the proposals to fund the new hospital either by borrowing or through using the Island’s Strategic Reserve.
Chairman of the Panel, Deputy John Le Fondré commented;

“We hope that this report, from an expert external advisor, will help inform the debate on the hospital funding proposals on 2nd May. It provides the Assembly with additional advice in advance of making such an important decision. CIPFA has highlighted that both options would work and has provided the arguments for and against each option on the table, which will help Member’s decision-making.”
