Scrutiny Panel Announces Hospital Review

The Corporate Services Scrutiny Panel has appointed two expert advisors to assist in its review of the Future Hospital Funding Strategy.
Concerto Partners LLP, who also advised on the scrutiny review into the hospital site proposals in 2016, will review the proposed budget of £466 million for construction of the new hospital. Opus Corporate Finance will review the proposals to fund the project through issuing a Bond of up to £400 million, supplemented with drawings from the Strategic Reserve.
The review has been commenced following a decision of the States Assembly in January to refer the proposals to Scrutiny. The review will also examine the position of the proposed Bond in relation to the Public Finances (Jersey) Law 2005, following questions raised by States Members during the debate.
The Panel is required to report back to the States Assembly by 18th April 2017 and intends to report on its initial findings at least two weeks prior to this date.
As part of its evidence gathering for the review, the Panel will be holding public hearings with the relevant Ministers. Details of the hearings will be announced in due course.
