Electoral Reform review – IPSOS MORI Poll and Public call for Evidence

The Scrutiny Panel currently reviewing electoral reform changes has commissioned IPSOS MORI to conduct an independent survey of 1,000 Islanders, looking at their views on the proposed changes to the electoral system. The Panel has also announced a public call for evidence in order to obtain the views of as many Islanders as possible as part of its review.

The proposed electoral changes include the removal of most Parish Deputies; the creation of six super constituencies which will designate how a new type of ‘Deputy’ will be elected, and a third proposal to abolish the role of Senator. All options would see a reduction in the number of States members.

The IPSOS MORI survey will be conducted over the next seven days through a short telephone survey of a representative sample of Jersey residents. This will provide a statistically valid and independent report on islanders’ views of the electoral changes.

In addition to the IPSOS MORI Poll, Islanders are invited to submit their comments directly to the Scrutiny Panel. The deadline for submissions to the review is Thursday 25th May 2017.  Submissions can be sent by email to scrutiny@gov.je or in writing to the Scrutiny Office, Morier House, JE1 1DD.

Chairman of the Panel, Deputy John Le Fondré commented;

“In addition to a number of public meetings which the Panel is holding, we are keen to hear the views of as many Islanders as possible, in order to understand the public awareness of and their attitude towards the proposed changes. The IPSOS MORI poll will provide the Panel with an important independent report on Islanders’ awareness of the changes.  We hope that through the public call for evidence, Islanders will feel that they have been able to have their say on these important changes, before they are voted on by the States Assembly on 6th June. All comments received will help inform the Panel’s final report, which will be published prior to 6th June.”
