Change Partner Appointed to Help States of Jersey Create One Government Culture

The States of Jersey has appointed a partner to help create a ‘one government, Team Jersey culture’ across the public service.

TDP Development will work with the States of Jersey for the next three years to transform how the organisation works together for islanders.

The first phase of the £3.5 million ‘Team Jersey’ initiative will see a group of ministers, stakeholders, islanders and employees working with TDP to co-design the programme. This will then be rolled out to all 7,500 employees to improve teamwork, collaboration and leadership capability, develop new ways of working, build a customer-focused approach, and help to embed the behaviours and values that underpin the new structure.

TDP have been delivering major change and transformation programmes for public, private and third-sector organisations for the last 25 years. They specialise in organisational culture and its role in transforming business, including the impact of senior leaders on developing positive cultures.

The contract was awarded to TDP Development following a thorough and robust procurement process. The invitation to tender generated 24 responses, which were evaluated by a panel of six, and five shortlisted suppliers were interviewed.

The procurement process prioritised the social and economic contribution to Jersey proposed by bidders. TDP have committed to creating a Jersey-based company to deliver this project, and to recruiting locally for the programme delivery and support team.

Chief Minister, Senator John le Fondré, said: "I made it clear when I stood for election that our organisational culture needs to dramatically improve, to benefit both the public and our workforce, so I am delighted to have signed the decision to launch this essential improvement in our organisation. It is an integral part of the modernisation of our public services and will help to transform the deeply-entrenched, siloed culture that has grown over decades. It is especially important that our public sector is fit to meet the challenges posed by Brexit, globalisation and a fast-changing technological landscape.”

Deputy Chief Minister and Chair of the States Employment Board, Senator Tracey Vallois, said: “Restructuring the public sector will lead to positive change in the culture of our organisation. The focus on listening and engaging with all our employees will enable a development of shared values and lead to a more motivated, accountable public service, where the Islander is the centre of delivery. Modernising and improving the way we work will provide better value for money, address many issues identified in recent reports, and is an essential step in building one government to serve our island."

This will encourage alliance building and the sharing of good practice between the third, private and public sector.”

The States have also announced that Steve Scott, Head of Human Resources for RBS, will be seconded to the One Government Transformation programme from October. Steve will be working with Team Jersey to help develop the programme.

The Chief Executive of RBS International, Andrew McLaughlin, said: “RBS International is committed to working with the States of Jersey as it embarks on its important transformation agenda. One way for us to do this is to this is to support with expertise from within our business. Steve has made a substantial contribution to RBS International since he joined in October 2008. I wish him the very best of luck in his new role.”

The Chief Minister added: “For Jersey to achieve long term success we need government, business and community to work in partnership. I’m committed to joining with industry and with the many voluntary organisations who work on behalf of our community, to support all sectors of the Island economy. I’m pleased that RBS International is seconding a senior leader to support us as we embark on this critical change programme that will transform the culture across the public sector.”
